Andra Ruth Blondin (WSBA No.28268, admitted 1998) of Longview, resigned in lieu of discipline, effective 4/24/2023. Blondin agrees that she is aware of the alleged misconduct in disciplinary counsel’s Statement of Alleged Misconduct and rather than defend against the allegations, wishes to permanently resign from membership in the Association. The Statement of Alleged Misconduct reflects the following violations of the Rules of Professional Conduct: 1.16 (Declining or Terminating Representation), 8.4(b) (Criminal Act), 8.4(c) (Dishonesty, Fraud, Deceit or Misrepresentation), 8.4(i) (Moral Turpitude, Corruption or Disregard of Rule of Law), 8.4(l) ELC violation. Blondin’s alleged conduct, as stated in disciplinary counsel’s Statement of Alleged Misconduct, related to her legal practice in family law, and representation of a client in a custody dispute matter. Blondin’s alleged misconduct includes: 1) withholding funds from one or more of Blondin’s employee’s paychecks and failing to pay the funds to the IRS; 2) failing to promptly respond to ODC’s inquiries and requests and/or by failing to respond to an investigatory subpoena and/or by failing to file an affidavit with ODC showing full compliance with the provisions of Title 14; 3) failing to provide documents when requested by ODC; and 4) failing to provide client’s file to the client.
